Error description

• Users experience 'dead connection' error in ClearQuest when
  attempting to deliver CC activities in a CQ enabled project,
  using the ClearTeam Explorer, CTE.  Error message given which
  indicating that the connection to the Oracle database was dead,
  CRMDB0000E occur
