Error description

For some Impact Analyses, the wizard enables the Finish button
seconds after starting the Impact Analysis, but the process is
still running in the background, and the Impact Analysis
results project shows 0 results, instead of the wizard
continuing to keep the Finish button disabled until the Impact
Analysis is complete.

Local fix

Continue to refresh the Impact Analysis results page, and also
heed the message indicating that the Impact Analysis is
incomplete that is displayed on that page.  Once the
'incomplete' message disappears, the correct Impact Analysis
results will be displayed.

Problem summary

When the wizard submits an Impact analysis, it gets the
workProcessorId of the running Impact analysis. When the wizard
page is refreshed so that it can check on the status, the
workProcessorId used is 0 because the id was never saved away
or re-fetched.  Since it cannot find the work processor entry
with id = 0, it assumes the Impact analysis is done and the
<Finish> button is enabled.  The consequence of pressing the
<Finish> button is navigation to the Impact analysis project
results page, which displays an "incomplete analysis - results
may not be included in details" message in the header section
of the page, and the message remains until the Impact analysis
is actually completed.

Problem conclusion

The workProcessorId for the running Impact analysis is now
properly fetched for each status check and the <Finish> button
is not enabled until the analysis is completed.
