APAR status

Error description

• Steps to reproduce:
  
  1) In the General Administration tab, set User Name Display to
  'First Name Last Name (User ID)' or 'Last Name, First Name (User
  ID)'.
  
  2) Make sure some of the users have Japanese characters for
  their names (not their user IDs, though, as that isn't supported
  at this time).
  
  3) Now visit the Favorite Users dialog (click the user head icon
  on a show dialog, for instance).
  
  Note that all of the users whose names consist of Japanese
  characters are listed under the 'Other' category when filtering.
  
  
  This isn't very useful, especially if there is a lot of them.
