PM70022: COGNOS 10.1.1 BULLET CHART INCORRECT AXIS VALUES

Error description

• When selecting the Numeric Axis Area on a Bullet chart and
  changing the property 'Axis Range' So Maximum  is set to 100 and
  Minimum is set to 50 or any other number then 0, the bar does
  not start at Exactly 50 it seems to skip 20-30
  intervals.?(Screen shot attached showing this behavior)
