PM69562: Unable to open DSX file if the template is not accessible and the property username and password has values

Error description

• Unable to open DSX file if the template is not accessible and
  the property username and password has values
  
  Steps to reproduce:
  =================
  1. Create a DSX file with a template and give a username and
  password in the template properties.
  2. Save the DSX file and rename the template or make the
  template not accessible in the same location.
  3. Reopen the DSX file and you can see that the DSX file will
  not open due to the error reported in this escalation.
  
  Expected behavior
  ================
  If the template in the DSX file is no longer accessible then RPE
  Launcher will open the DSX file showing an error ??CRRPE3005E
  com.ibm.rational.rpe.common.utils.RPEException: Cannot open
  template file??. However if you have a username and password
  associated with the template in the DSX file then the DSX file
  wont open.
  
  Business Impact
  ====================
  Client normally like to store ?ready-to-execute? reports for the
  business. That?s why they want to store the password within the
  dsx. If this is the case then there will be problem with their
  business customers as they cannot open a file (without error
  message) incase if someone change the name or the location of a
  dta. So definitely they will have some acceptance issues here
  with RPE.
