Error description

• The CICS TG ECI resource adapters contain text that is displayed
  as help for various fields in JEE application servers and
  development environments. The text for the SocketConnectTimeout
  parameter states that the parameter value is in seconds, when
  the value is in milliseconds. This can result in the parameter
  not behaving as expected if you enter a value in seconds, rather
  than in milliseconds.

• Define the parameter value in milliseconds
