Error description

• When opening subset editor in perspectives no elements are shown
  if no default subset is present.?The behavior occurs only if
  perspectives is started in a different language than English
  (language=rus in tm1p.ini).
  

Local fix

• Create a default subset or create a special subset depending on
  the language settings. For Russian language setting the special
  subset should be named '￐ﾒ￐ﾡ￐ﾕ', for Polish language setting the
   special subset should be named 'WSZ.', for German language sett
  ing the special subset should be named 'Alle'
