  is incorrectly give the impression that the submitter will be
  enabled to save a duplicate name if he has selected 'Issue
  error, for the 'On failing'
  policy option.
  The prevention of the saving will only happen if you add a
  condition to one of the transitions to prevent assets from
  moving to another state
  if the policy fails.
