  - IBM Rational Asset Manager version 7.5.1.1.
  
  Reproducible Y/N: Y
  
  Description of problem:
  When the lifecycle is serialized, the governor for each policy
  in the lifecycle is also serialized.  This governor contains
  information about all of the default policies in RAM.  The
  serialization size can be greatly reduced by not serializing the
  default policies in the governor as they are not needed.
