PM68446: UPGRADED REPORT HAS BROKEN SUMMARY LINE WHEN USING CONDITIONAL RENDERING

Error description

• The customer has an option in their report to abbreviate the
  length of some description fields based on a user-input prompt
  value. When the value is set to, for example, anything greater
  than 10, shows the whole description. When it is set between 1
  and 9 inclusive, it abbreviates the description to that length.
  When it is set to 0, it does not render the column(s).?This
  works great in Cognos 8 but after upgrading the report to Cognos
  10, upon setting the length to 0, columns get shifted around
  very strangely and the summary lines appear broken. Screenshots
  and report specs mapped to Sample data for 8.4.0 and 10.1.1
