Error description

• 1. Problem Description
  
     Environment value is garbled in step log if MBCS value is
  given
  
  2. Reproducing steps
      a) create a simple project
      b) create an environment and add a variable
      d) give MBCS value to it
      e) run the project
      f) the value is garbled in step log.
  
  3. Workaround: none
      the only alternative is downgrade

  This is a regression defect,which is generated by fixing
  .date env. The current env process function is  the
  following way, which restores the original env process and
  reserves the .date env process
    when env is .date format, will call the .date env process
  function
    when env is other,call the original general env process
  function
  

Problem conclusion

• restore the original env process function, which processes
  most env
  process the .date env with a separate env function
