Error description
The install & configuration guide for C10.1.1 indicates that during the upgrade from a previous release of IBM Cognos to IBM Cognos 10 that specific files needs to be backed up from the previous release and then restored into the new C10 folder structure. This causes the C10 services not to start up successfully.
Local fix
Do not restore the files backed up in the previous release of IB M Cognos into the new release of IBM Cognos. Instead modify the new releases files to reflect the changes, if any, from the prev ious releases files.
