Error description

• According to the Metric Studio User Guide, the start_time_cd and
  level_id values in the stage object note file (.cmn) are not
  required when adding comments for projects and strategy
  elements. ?However, if they are omitted from the staging files
  the comment records are rejected with the error :??MLE-0097 The
  time period does not exist.
  

Local fix

• Populate the start_time_cd and level_id fields to prevent the re
  cords from being rejected
