PM65623: DOORS/DWA?Change integration doesn't handle multi-byte characters

Error description

• DWA can't handle multi-byte username/RC URL is incorrect.

  Steps to reproduce:
  1.) If user (username only have English characters) login to
  DOORS and perform some modifications on a module.
  2.) Save the edits and an associated RC link in the RCR
  record will be generated.
  3.) Click on the RC link and it will navigate to DWA.
  4. If the user above logins to DWA, the RC changes can be
  viewed normally.
  
  If the user (username contains Chinese characters), then the
  following error message will appear and can't view any RC
  changes:
  
  "You have insufficient access right to open this module for
  read."
  

Problem conclusion

• Fix is included in DOORS-Change Management 9.5. Users with
  username containing foreign characters should be able to
  login to DWA and view RC changes.
