PM64969: License is consumed when using links to SAXT reports in a different Workspace using System Architect XT

Error description

• A new license is consumed by SAXT when the user clicks on a link
  in the Bookmarks that displays a report in another Workspace

  SA/XT's internal logic for checking out licensing does not
  correctly handle the case where the same user opens two
  different workspaces within the same encyclopedia.
  

Problem conclusion

• Because internet connections don't maintain "stateful"
  information, the best solution to this problem would be to
  deposit a cookie onto the user's computer.
