PM64021: RPE: RPE uses the web service while it is set to use local engine

Error description

• To Reproduce the issue:
  
  - Delete the RPE configuration to make sure there is no previous
  set references.
  - Start Launcher
  - Clear the 'Show this screen at startup' check box and close
  the welcome screen.
  - Save the following command in a batch file:
  
  '%RPE_HOME%\launcher\rpe-launcher.exe' -publish 'h:\test.dsx'
  -noresult -err
  
  - Double click this bat file to execute the Launcher. Please
  note, in this case for testing purpose, the test.dsx is not
  existing at all OR a dummy DSX file (created by creating a blank
  text document and saving it as a DSX file).
  - An error as below is seen:
  
  CRRPE1054E Cannot open: file:/c:/test.dsx
  Premature end of file.
  CRRPE1021I Publishing document using the remote Web Service
  CRRPE3550W Cannot read the webservice URL from . The URL of the
  RPE Gate service must be provided. RPE will use the provided
  URL.
