Error description

• Rational ClearQuest OSLC 2.0 API ignores read-only fields when
  updating records.
  
  Steps to reproduce:
  1. Modify a schema by adding to a record type three fields D1,
  D2 and D3, with the behavior of D2 and D3 Read-Only, and D1
  Mandatory.
  2. Add the Value_Changed hook to field D1 to modify the behavior
  of D2 and D3 from Read-Only to Mandatory.
  3. Create a user database based on the modified schema.
  4. Using ClearQuest OSLC 2.0 API, a record cannot be submitted
  because the values of fields D2 and D3 will never be set.
