PM62754: Saving an XSL file which was created and saved externally with ISO-8859-1 encoding does not preserve encoding

Error description

• Abstract:
  
  Attempts to save an XSL file in Rational Application Developer
  which was created and saved externally in ISO-8859-1 the
  encoding is not preserved and, instead reverts to UTF-8.
  
  Problem:
  
  You have saved an XSL file using an external editor and
  selecting the ISO-8859-1 encoding.  You import this file into
  Rational Application Developer and you find that changes to the
  file contents result in the original encoding being ignored and
  UTF-8 being used instead. When the file is next opened you find
  that certain characters are now unreadable because they are
  UTF-8 encoded.
  
  Local fix:
  
  After importing the XSL from the external source, change the
  file encoding by selecting Properties from the context menu and
  choose ISO-8859-1 as the explicit (not default) text file
  encoding.
