Error description

• When you checkout files in the IBM Rational ClearCase Explorer
  or Microsoft Windows Explorer GUI
  and set the checkout options to:
    [X] Reserved
         [ ] Unreserved if already reserved
         [X] Unreserved, nonmastered if the branch is mastered by
  another replica
  
  You expect a Reserved checkout if the branch is locally
  mastered. However, the checkout is always Unreserved regardless
  of branch mastership.
  
  
  Workaround:
  1. Set just 'Reserved' as the default option for checkout.
      Set 'Unreserved, nonmastered if the branch is mastered by
  another replica' if the first attempt to checkout fails.
  OR
  2. If a Reserved checkout is really needed, right click on the
  checkedout file ? Properties of Version
      Check the 'Reserved' checkbox.
