  If a form has access restrictions on all tabs except one, when
  you view the form, the tab that is viewable is cut off at the
  bottom.  It doesn't matter whether you are using a 32-bit or
  64-bit computer. This problem only occurs on the ClearQuest for
  Windows client.
  
  If the tabs are not restricted, the visible tab displays
  completely
