Error description
This occurs when host code page is specified as IBM-1390 or IBM-930, Japanese Katakana-based EBCDIC. It doesn't occur for IBM-1399 or IBM-939, Japanese Latin-based EBCDIC. The lower case characters of Katakana-based EBCDIC are assigned to the different code point with Latin EBCDIC, ex. IBM-037. It often causes some issues. The internal string for badHex that is written by using lower case character causes the error.

It causes error.
