  Issues with changing Multiplicity of a TAG attached to an ST
  
  Description:
  
  We have a Tag of a ST defined with multiplicity '1' and
  Enumeration Type;
  A few elements in the model have already got values to this Tag.
  Then If we change the Multiplicity of the Tag to  '*', it has no
  effect.
  
  In order to change the values of existing Tags to multiple
  values, We have to first manually delete the Tag from all
  elements with value in that Tag and then assign new value(s).
