APAR status

Error description

• When addint a file to source control in a replicated VOB using
  the IBM Rational ClearCase Explorer, the operation may silently
  fail if:
  - one or more of the branch types being created for the element
  are not locally mastered
  - The '... make the current replica the master of all newly
  created branches.' option is enabled.
  
  Steps to reproduce:
  - Create a New VOB
  - Create a new view with the default configspec.
  - Create a new replica of this VOB using mt mkreplica -out.
  Replica creation packet can be removed as it is not needed for
  the future steps.
  - Use mt chmaster -all to move all object mastership to the new
  replica.
  - Run cleardlg /options to set 'Prompt for comments' and '...
  make the current replica the master...'
  - CD into a directory in this VOB.
  - Create a new brtype, and change the current view's configspec
  to use it.
  - create a view private file -- MakeMe.txt
  - run cleardlg /addtosrc MakeMe.txt
  - Observe:
     - You may get prompted for comments
     - Add to source progress bar flashes on the display.
     - File is still view private.
     - DIRECTORY was checked out and back in, making the new
  branch on the directory.
  
  Workaround: Use 'cleartool mkelem' on the command line, or use
  the ClearTeam Explorer, which do not experience this issue.
