  • In Windows 2003 Chinese Platform (Taiwan.950 code page), '.date'
command and its flags return garbled characters.

The root cause is that when setting platform env, the passed
value is not set in unicode type.
Add convertion from local code page to CP_ACP when setting
platform env resolved this issue
