  Reduction of workloads with low percentage User Groups and
  insufficient user population to fill all groups with at
  least one user resulted in disparate distributions between
  two stages.
  

Problem conclusion

• Disparity between user distributions was fixed by trying to
  ensure that RPT does not remove more users than desired when
  moving to the stage.
