PM55355: User without edit env variables permission can edit pulldown list options

• Closed as program error.

Error description

• A user that has access to edit environment groups and edit
  servers permissions and no others can still modify the pulldown
  list options, able to add and remove pulldown option pairs.
  This should not be, as they do not have access to modify the
  initial variable.
