PM54479: No error message or warning to user about duplicate GUIDs for links when capturing UML document twice

• Closed as program error.

Error description

• Rhapsody model may be mistakenly captured twice by the Gateway
  in the same project and as the GUIDs are used to keep model
  elements unique, the links would fail to be exported to DOORS
  but Gateway gives no message of the failure.
  
  Normally with references the user is informed of this problem,
  but currently no such warning is given for links.
