Error description

• A user that is a member of the Report Administrator Group and
  setup with Administration and "Run Activities and Schedules"
  Capabilities. Sees??other users as "Unavailable" In IBM Cognos
  Administration > Status tab > Schedules > "Scheduled by"
  Column.??Expectation is, that these users should be displayed in
  the "scheduled by" column. They will only be displayed if you
  are a member of the "system administrator" or "directory
  administrator".
