Error description

• base CC/CQ integration opens CQAdminSession under the following
  conditions:
  - CQ CM Server used for connected with ClearQuest
  - only one schema (dbset) set on the CM Server
  
  This CQAdminSession will consume a license for the system User
  on the CMServer.

  Using the ClearQuest integration with Base ClearCase on
  Windows to add a new file to ClearCase source control
  through the ClearCase Explorer causes an additional
  CQAdminSession login if there is one dbset in ClearQuest.
  This login causes an additional license to be checked out
  when it is not needed.
  

Problem conclusion

• A fix is available in ClearQuest 7.1.2.7 and 8.0.0.3.
