Error description

• Incorrect values will be stored in the metric store when
  entering values in the metric history when all of the following
  conditions are met: 1) the metric type has at least one user
  defined column whose type is different than the type of the
  metric type and is not defined to be calculated. 2) either the
  type of the metric type or the type of the user defined column
  must be percent. 3) when entering values, a value must be
  supplied for the user defined column for the period prior to the
  period that values are provided for the actual or target. (e.g.
  user defined value supplied for Feb, and actual value is
  supplied for March).  Depending on the types involved the value
  for the actual or target will be out by a factor of 100.
