PM52345: OR and NOT compiler option not working in property grp

Error description

• The problem was that there was a slight difference between local
  property groups created in 8.0.3 and previous versions of
  RD/z...the fix involves checking that a property is the empty
  string or null. The code was previously checking only for the
  empty string.

  specifying OR and NOT compile options in the local compile
  options property of local property groups.

  PROBLEM DESCRIPTION:
     The PL/I real-time syntax check feature was not using OR and
  NOT compile options specified in the local compile options
  property if the host compile options property was set to null.
  This could happen if property groups were created using the
  property group API. For property groups created in the RD/z UI,
  the host compile options property is set to the empty string,
  and the OR and NOT compiler options are being used.

  PROBLEM RESOLUTION:
    The PL/I real-time syntax check uses OR and NOT compiler
  options specified in the local compile options property for
  local property groups in local workstation PL/I projects. The
  PL/I real-time syntax check uses the OR and NOT compiler options
  specified in the host compile options property for non-local
  property groups associated with remote resources in MVS
  subprojects and the systems view.
  
  The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V8.0.3.1 Fix Pack which
  is available from the Recommended Fixes support download page:
