PM51847: UNABLE TO SHOW NEGATIVE VALUES IN BRACKETS AND IN COLOUR IN Y AXIS FOR CHART

Error description

• The client tried to show negative values in bracket with a new
  Cognos chart engine but it didn't display with bracket. It
  worked fine with Cognos legacy chart engine.??And the client
  wondered whether they could display negative value in red color
  in Chart.
