PM50197: RPE: Footer printed in the PDF output is elevated

Error description

• Customer reports an elevation in the footer being printed in the
  PDF output while working with RPE.
  The example attached to the escalation ?? RATLC02573415?? shows
  the following:
  
  - Two master pages created.
  - One Master page with multiple paragraphs in the footer.
  - The second master page with a single paragraph in the footer.
  
  While using such a template with Master pages including
  header/footer, we can see that footer in the Master page gets
  elevated to the body of the document in the PDF output.
