Error description

IHS startup on Windows can fail after changes are made to global
environment variable settings in the OS, which may happen
indirectly as the result of installation of other software.

IBM HTTP Server startup failurs on Windows.

Problem conclusion

The cause of the startup failure was a crash in the C runtime
while replacing the value of an environment variable.
Internally, the OS is trying to free the memory of the old
environment variable value, but the way IBM HTTP Server was
creating the new entries, each value was not necessarily its
own individually allocated storage.  IBM HTTP Server
was updated to allocate each individual value separately.

This fix is targeted for IHS fixpacks:
 - 7.0.0.21
 - 8.0.0.2
