  Phenomena: Fill multiple email addresses in system alert
  emails parameter, system alert mail is still only sent to
  the first email address.
  
  Cause: We did not support multiple email addresses for
  system alert. "system alert emails" is recognized as one
  address.
  

Problem conclusion

• Fix: Allow user fill multiple email addresses and separated
  by ; or , in system alert emails parameter to send system
  alert mail.
