PM48497: OPENING A STEP IN A TASK RETURNS IUPA0015E: CANNOT EDIT ELEMENT

Rational Method Composer Fix Pack 2 (7.5.1.2) for version 7.5.1

APAR status

• Closed as program error.

Error description

• When selecting a step in a task, the question if you want to
  checkout the file appears.
  Trying to answer both OK and Cancel on the checkout question
  returns the Error:
  
  IUPA0015E: Cannot edit element
  Reason:
  Could not modify one or more files
  
  When pressing OK, or the close button top right, it goes away,
  and reappear immediately.
  The only way to get rid of the error is terminating RMC.
