PM48371: Model check gets called during code generation, even on un-checking

Error description

• pair?T1,  T2?
  
  On trying to specialize just one of the two template parameters,
  so created another template ?T1,  int?myPair?T1?.
  
  This allows to create a pair where the second parameter is
  always an integer and we can overload any functions.
  This however does not work as the model check throws and error
  and therefore the code is not generated.
  On trying to turn OFF the check for this component, the checks
  still run when generating the code.
  Howver, having the check switched off and just trying to run a
  check for the configuration, dont throws the error.
  
  Please note that moving the Externally marked 'pair' template
  into the same package as
  'myPair' class (or visa versa) is not an option for the user.
  
  It is also observed that on having un-checked the 'Template
  Specialization In Different Place Than Its Template' check,
  which stops the error being raised when calling the Model
  Checker explicitly;
