APAR status

• Closed as program error.

Error description

• Encoding errors should be handled in 7.1 to make source handled
  as binary when encoding is not possible.
  
  
  The problem can be reproduced when running a Sync to update the
  database from the workarea.
  Here are the steps:
  ##
  In the test, I created a task, a new project called 'toto02',
  set the workarea to Copy mode. I copied also the file in the
  workarea manually:

  -The first Sync was done then at 10h52.
  A new object testme.zip was created with the cvid 10192
  Its size in the Cache is 0:
  ll /usr/local/ccm/ccmdb/test716/st_root/cache/source/#92/
  total 12

  -The second Sync was done at 10h54
  The file in the cache has still a size of 0 byte.
  And there was the IO error in the log this time.

  08/31 10:54:08 'testme.zip' was not copied to the database due
  to IO error.
