PM46735: RPE is not encoding the Hebrew characters in the SA REST call

Error description

• While extracting Hebrew diagram/definition type in SA, RPE is
  not encoding the Hebrew characters in the REST call made towards
  SA REST
  
  For example if the REST call is
  
  CRRPE1064I Using URL:
  http://localhost:8889/SARest/SQL/SYSARCH/hebrew/1?fields=Encyclo
  pedia/Diagrams/<HEBREW>/(@_image_jpeg)
  
  This will return no data found
  
  It should be  -
  
  http://localhost:8889/SARest/SQL/SYSARCH/hebrew/1?fields=Encyclo
  pedia/Diagrams/%D7%AA%D7%A8%D7%A9%D7%99%D7%9D/(@_image_jpeg)
  
  Where the Hebrew characters are encoded.
  
  PS: We have already provided a fix for this issue to the SA Lab.
  This is raised as per the SA-RPE issues reported from TAVAS
  Israel.
