Error description

• The Oracle Essbase Dispatcher has a time-out that is set to
  three minutes.  Due to a bug in the processing of this timeout,
  the Oracle Essbase Dispatcher is recycled after three minutes
  regardless of the activity of the component.  This causes
  unnecessary overhead of restarting this component.
