PM46082: preview mode does not use widget class sheets

APAR status

• Closed as program error.

Error description

• If I create a RUIWidget, the preview of that widget does not
  include the CSS file from the cssFile keyword.
  
  If I create a RUIHandler, the preview of that handler does
  include the CSS file from the cssFile keyword.
  
  If I embed the RUIWidget in another RUIWidget with a different
  cssFile setting, the CSS from the embedded widget is included,
  but not the CSS from the enclosing widget.
  
  If I embed the RUIWidget in a RUIHandler with a different
  cssFile setting, both CSS files are included.
  
  What I want is for the cssFile for a RUIWidget to be included in
  the Preview for that Widget.

  The generated javascript for RUIWidget in Visual Editor is
  not including the css file. For the css file loaded twice
  issue, it only happens in Visual Editor.
  

Problem conclusion

• Changed the Javascript Generator to fix css file missed for
  RUIWidget in Visual Editor, For the css file loaded twice
  issue, it only happens in Visual Editor and updated
  Javascript Runtime to fix it.
