Error description

• Problem:
  
  If the the encoding of an XSL file is changed to ??xml
  version='1.0' encoding='ISO-8859-1'?? then it is shown as UTF-8
  in the file properties.
  
  Workaround:
  
  1) Create a new XSL file
  2) go to the properties and change the text file encoding to
  Other ? ISO-8859-1
  3) Go back to the file and change the text as ??xml
  version='1.0' encoding='ISO-8859-1'??
