PM45862: ERROR RUNNING EXTERNAL DATA SOURCES WITH DUTCH REGIONAL SETTINGS

Error description

• Using "Manage External Data" functionality in Report Studio
  works fine with Excel Spreadsheets with English settings.
  However if the server Regional Settings are Dutch (which uses ,
  as a decimal place) the excel source wont run and gives an
  error:??RQP-DEF-0177 UDA-SQL-0391 A string manipulation
  exception occurred during "convertData" operation.??Tested in
  both 10.1 GA and FP1
