  Description
  
  When opening the handler in the RUI-designer in either design-
  or preview mode the following message appears:
  
  Network Error (tcp_error)
  
  A communication error occured: 'Connection refused the Web
  Server may be down, too busy, or expereiencing other problems
  preventing it from responding to requests, You may wish to try
  again at a later time.'
  
  For assistance, contact your network support team.
  
  The cause of this issue is:
  the 'localhost' is blocked by their firewall, I don't know the
  details why it is blocked

  The Visual Editor is using "localhost" to access the Visual
  Editor server, but for some cases, the "localhost" is
  blocked by the firewall, and the Visual Editor failed to
  access the server and failed to load the page. .
  

Problem conclusion

• Changed Visual Editor to use "127.0.0.1" to access Visual
  Editor server if the "localhost" is blocked by firewall.
