Error description
Error message on Management Console when all the licenses are already consumed is the same as the message when wrong user id or wrong password is specified. Error message is as follows.

Problem summary
The part off the error message that was reported in the defect is correct and will not be changed. Authentication did in fact fail -- it is just that it failed due to licensing problems rather than erroneous credentials. What the submitter failed to report was that the "..." in the description contained corrupted characters. Had these characters been rendered correctly, they would have provided the correct explanation that the user license limit was exceeded.
Problem conclusion
The corruption was due to an encoding problem in how the exception message was passed from the authentication code to the ErrorServlet. It was trusting the servlet provider to come up with a meaningful storage of a cookie value with non-ASCII data in it, and that is not reliable. The hand-off has been corrected to use a Base-64 of the UTF-8 encoding, instead.
