PM43193: LICENSE IS CONSUMED AFTER FAILING LOG IN MANAGEMENT CONSOLE

• Closed as program error.

Error description

• Even if user fails to log in Management Console, license is
  consumed.
  If many users fails to log in Management Console, all the
  licenses are consumed and any other users except root can not
  log in Management Console.
  If user doesn't log in Management Console, a license should not
  be consumed.
