APAR status

• Closed as program error.

Error description

• Login to ClearQuest with DB2 as the backend database takes
  around 10~16 seconds
  
  Tested on CQ 7.1.1.1 and CQ 7.1.2
  
  CQ is slow making the connection and disconnecting to and from
  the DB2 database.
  Also seems that CQ is making and disconnecting to the master
  schema repository 3 times just during the login process.
  
  Reproduce steps:
  -Set up DB2 as backend database
  -Create an out of the box defect tracking schema
  -Create a sample user database
  -Login to user databse
