Problem summary

• An occasional timing issue can prevent the COBOL Compare Editor
  from initializing
  

Problem conclusion

• The race condition in the underlying COBOL parser has been
  corrected.
  
  The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V8.0.3 Refresh Pack which
  is available from the Recommended Fixes support download page:
