PM41562: Dojo widget throws error on egl design/preview

Error description

• Problem description
  Just downloaded egl widgets per egl help instructions.
  
  When a dojo widget is dragged to the design screen it throws the
  
  following error (screen shot of full error messages attached:
  
  'Could not load dojo.gfx.svg'
  
  Additional comments
   - the problem is only with local runtime for dojo, not remote
  
  1. The dojo samples is configured the same as my project.
  2. When the dojo gallery is opened and previewed  the first time
  it
  functions fine. All the samples can be viewed/executed
  3. When the graph sample is opened, errors similar to the one
  above occur.
  4. Once the error on graph samples is seen and gallery samples
  are retried,.
  they fail every time with similar error.
  5. Restarting Eclipse does not remove the error.
