Error description

• WCI Enhancement:
  
  The APAR allows WCI users to avoid re-downloading files
  referenced by File Components or File Elements if the file on
  the HTTP server has not been modified since the feed was last
  consumed.
  
  To enable this feature add the following property to the
  WCMConsumerPlugin.properties file:
  
  # Check for file element changes before downloading files.
  file.element.change.check.enabled=true
  
  Then restart the Portal Server.
  
  After consuming a WCI feed where an file was not re-downloaded
  the following message will appear in the SystemOut.log:
  
  Content of file file name with [FileName] is unchanged and will
  not be re-downloaded.
  
  This feature can be disabled by removing the above mentioned
  property from the WCMConsumerPlugin.properties file and
  restarting Portal.
